ICACT(International Conference on Advanced Communication Technology) provides an open forum for researchers, engineers, policy, makers, network planners, and service providers in the advanced communication technologies. Extensive exchange of information will be provide on newly emerging systems, standards, services, and variety of applications on the area of telecommunications. ICACT2011, The 13th International Conference on Advanced Communication Technology will be held on February 13~16 2011 in Phoenix Park (http://www.phoenixpark.co.kr) Gangwon-Do, Republic of Korea. The Official conference language is English. The contributed papers, after being reviewed and accepted by ICACT referees, will be published in the Conference Proceedings to be included in the IEEE Conference Publication Program and abstracted in the INSPEC database.
