Welcome to the third Mosharaka International Conference on Communications, Signals and Coding (MIC-CSC2009). This event is intended to represent a major forum for researchers, engineers and students from all over the world to meet in Amman to present their latest research results and to exchange new ideas and practical experience in communication systems and networks, signal, image and speech processing, and coding theory and applications.Coming to Jordan represents a unique opportunity to witness the embrace of history and future. As small in area as it is, Jordan has a rich history spanning thousands of years, that a tourist can only admire. Places like Petra and the Dead Sea are examples of the many one-of-a-kind places to visit in Jordan. Amman, the capital of Jordan, is a living model of a large and modern city that has all kinds of tourist attractions. On top of all that, Jordan, as a peaceful country in a turbulent area, enjoys extreme levels of safety and security. Jordanian people are internationally known for generosity, hospitality and cultural awareness and tolerance.MIC-CSC2009 is the third edition of Mosharaka International Conference on Communications, Signals and Coding. In each of the first two editions, the conference received more than 100 paper submissions. After rigorous peer reviewing, the average number of accepted papers was 60.Only full paper submissions are allowed at all Mosharaka International Conferences, including MIC-CSC. The traditions of rigorous peer reviewing and accepting only the top quality papers will continue in MIC-CSC2009. Our outstanding reviewing process is facilitated by careful selection of technical program committee members from among the best international experts doing research in the conference topics. Each submitted paper is subject to no less than two peer reviews before it can be considered for acceptance.At each Mosharaka International Conference, and based on paper review scores, the paper with the highest scores receives the Best Paper Award. This a cash award to which only presented papers are eligible. The best paper is usually delivered to the presenter of the winning paper at the main conference dinner.In recognition of the quality of papers accepted at Mosharaka International Conferences, several conferences including MIC-CSC2008, have been technically co-sponsored by the IEEE Communications Society. However, since mobile telephony leads to widespread electromagnetic field exposure, concerns about the safety of using mobile telephones have been increased as well. The focus of this tutorial will be on the following issues: Are mobile phones safe? What are the possible risks? Are there any risks on children? How can we reduce these risks (if any) and what precautions need to be taken? What are the possible health risks from mobile phone base station antennas? Is it safe to live or work on the top floor of a building that has a mobile phone base station antenna on it? Are there any safety guidelines and what precautions need to be taken when working around mobile phone base station antennas? Speaker Biography Dr. Ramadan received his Ph.D. degree in Electrical and Electronic Engineering, Eastern Mediterranean University, Northern Cyprus, Turkey, in 1999. He was appointed in the same university as Assistant Professor, Associate Professor and Professor in 1999, 2003, and 2009, respectively. His research interest includes Computational Electromagnetic and Digital Signal processing. Dr. Ramadan has authored or co-authored over 40 scientific journal articles, over 20 international conference papers and also supervised 2 MSc and one PhD theses. Dr. Ramadan is serving as a reviewer for many international journals in the field of computational electromagnetic.
