Communication Systems worldwide have provided a rapidly growing and useful range of services and arecontinuing to evolve using a multitude of Signal Processing techniques. The 4th International Conference onSignal Processing and Communication Systems, ICSPCS’2010, follows the very successful ICSPCS'2009. A majorobjective of the Conference will be to pursue the progression from communication and information theory throughto the implementation, evaluation and performance improvement of practical communication systems using SignalProcessing technology. The Conference incorporates the 12th International Symposium on DSP andCommunication Systems, DSPCS’2010, and the 9th Workshop on the Internet, Telecommunications and SignalProcessing, WITSP'2010, and as such is also planned to be a forum for presenting research into topics rangingfrom those of the physical layer to the application layer. All aspects of the protocols and processes required forthe future Internet to operate better and the applications to utilize the full potential offered by the current and theemerging networking infrastructure are also encompassed.
