IEEEwill index the papers with major indexes. Authors of selected papers willbe invited to submit extended versions to one of the IARIA Journals.SubmissionsSubmission deadline: December 10, 2008We welcome technical papers presenting research, practical results andcase studies, position papers addressing the pros and cons of specificproposals, such as those being discussed in the standard fora or inindustry consortia, survey papers addressing the key problems andsolutions on any of the topics of interest, short papers on work inprogress, and panel proposals. The topics suggested by the workshop can be discussed in term of concepts, state of the art, standards, implementations, running experiments andapplications. Authors are invited to submit complete unpublished papers, which are not under review in any other conference or journal in thefollowing, but not limited topic areas.Industrial presentations and legal case studies are not subject to theseconstraints. We expect short and long presentations that expressindustrial/legal position and status.TopicsDuring the last years, different web applications based on the use ofInternet environments have been introduced to help teachers and studentsin the learning-teaching process. These web applications, mainly supportedby Internet systems and services, are changing the traditional educationalprocess not only in Higher Education (HE) qualifications, but also in openlearning for any type of course. Nowadays, there exist different publicand commercial Virtual Learning Environments (VLE) aimed at helpingteachers to manage courses and contents, as well as to support thestudents' learning process. In this sense, VLE are an important factorcontributing towards the change from traditional educational methodologiesto new paradigms including active teaching. This implies not only a shiftin the way of tackling learning and teaching, but also new challenges forsoftware engineers and developers. Virtual Learning Environments have tobe built bearing in mind their mandatory use through the Internet, thusrequiring important characteristics and capabilities such as security, good latency, several tools for interoperability, storage management, etc.Topics include (but are not limited to):E-LearningWeb Technologies and Tools for Educational Purposes Services forE-Learning Platforms Virtual Learning Environments (VLE) Course ManagementSystems Web applications for Teaching Social Implications of E-LearningLifelong E-learning Teaching-Learning Experiences using the Internet forEducational Purposes E-learning in the European Higher Education Area(EHEA) and other HE contexts Web protocols for VLE Security for VLE QoSfor VLE Storage management in VLECommitteeVEWAeL ChairsChairsMatthias Ehmann, University of Bayreuth, Germany Thomas Y Kwok, IBM T.J.Watson Research Center, USA Guadalupe Ortiz Bellot, University ofExtremadura, SpainCommittee membersGrigore Albeanu, Spiru Haret University - Bucharest, Romania / DanishTechnical University, The Netherlands Angelos Amditis, ICCS- NTUA -Athens, Greece Matthias Ehmann, University of Bayreuth, Germany MihaelaBrut, "A.I.Cuza" University, Romania Gregorio D?az Descalzo, University ofCastilla - La Mancha, Spain Ioan Dzitac, Agora University, Oradea, RomaniaJacques Fayolle, ISTASE / TELECOM Saint Etienne, Saint Etienne UniversityJean-Pierre Gerval ISEN - Brest, France Feliz Gouveia, University FernandoPessoa-Porto, Portugal Christophe Gravier, University Jean Monnet -Saint-Etienne, France Thomas Y Kwok, IBM T.J.
