It is intended to be a forum for technical exchange amongst researchers from academia, research laboratories, and industries in the emerging fields of communication, networking, and signal processing. All submission instructions will be posted on the conference website. Short papers are an opportunity to present preliminary or interim results. Short papers will be presented in a poster format and are also published in the proceedings. All papers must include title, complete contact information for all the authors, abstract and key words on the first page. Papers are to be submitted through EasyChair conference management system. At least one author of an accepted paper is expected to register for the conference, in order for the paper to appear in the conference proceedings and the IEEE digital library.
