) and GIIS 2009 (http://www.ieee-giis.org/GIIS2009 ).The scope of GIIS consists of interrelated set of technical, policy, andsocial issuesimplicit in the development of national and international (global)information infrastructures.GIIS aims at identifying and promoting the exchange of knowledge on theseinterrelated issuesand provides liaison to bodies in the global society, technical fora andinternational standards.IEEE GIIS 2011 will stimulate interdisciplinary conference sessions andworkshops to discuss,built and further the use of national and international informationinfrastructures.The conference also aims at providing a forum for the participants tobroaden professionalcontacts and for technical discussions and interactions on specificinformation infrastructuretopics. Information infrastructure brings together information processingapplications,communications networks and services, physical and software elements innetworks, and end systems.The program of IEEE GIIS 2011 will include invited talks, paperpresentations, workshops, tutorials,panel, and discussion sessions.The technical issues addressed by the conference include Interoperability atvarious levels,standard services and user interfaces, world wide naming and addressing, andthe internationalmobility of persons and services. The humaniarian and policy issuesaddressed by the conferenceare those with a large technical element, including protection ofintellectual property, privacyand security, international use of encryption technology, commercialprotocols, and standards vs.proprietary technologies. The conference is specifically interested inubiquity, open source/equalaccess, ease of use, cost effectiveness, standards, and architecturalopenness.The program of GIIS 2009 will include a Technology Track, and a Humanitarianand PolicyTrack. Allsubmissionsshould be written in English with a suggested paper length of 3000 words (6pages using 10-point type), including figures and references. The coverpageshould indicate whether it is a research or an experience paper. Note thatsubmitted papers should not exceed 4000 words (8 pages using 10-pointtype).The maximum number of pages for a paper is 8; 6 pages plus 2 additionalpagesallowed. Full paper submissions must be received by April 30th 2011, andmaybe in Adobe Acrobat PDF.
