Intelligent method and technology in E-government and emergency management have attracted increasing attentions as the research focus. The construction of related application systems still stays in the status of experiential and low-level accumulation knowledge and information. Good practicability and intelligence are not well illustrated in these existing developed systems. As a result, the things as such hinder the further development of E-government and emergency management seriously. Based on such methods as agent, semantic web, ontology, and so on, the development and present situation of E-government and emergency management are discussed, and the problems on the construction of intelligent E-government and emergency management are analyzed as well. In order to enrich the theory and technology of intelligent E-government and emergency management, intelligent office system, intelligent coordination system, decision support system, intelligent integration of information resources and intelligent business process integration are also deeply discussed in this workshop, which provides solutions to some pivotal problems.
