There are many benefits with information and communication technologies (ICT). Some of these benefits are economic, while others are social in character. But achieving these benefits requires coordination across increasingly complex value chains, where risks and rewards may be unevenly distributed as products and services are developed to satisfy consumer demands. Technological developments and the varying extent to which competition exists across the industry have complicated the regulatory process, as has the increasingly complex value chains that are emerging. And the potential for ultra-high speed broadband infrastructures to encourage economic growth and social inclusion has added a new dimension to the challenges faced by regulators, operators and content providers alike. These and other topics will be dealt with at the 23rd European Regional Conference of the in Vienna. Papers and panel sessions in the following areas are called for:? The role of government in telecommunication markets? Internationalisation of operators ? strategies and the relationship between operators and host operators? New players and platforms in telecommunications? User roles and social networking? Investment, innovation and returns on investment? NGN and NGA policies ? supporting supply and its impact on efficiency? Role of regulation in promoting superfast broadband and Europe’s 2020 Agenda? Super-broadband ? needed by a niche, while the mass market is served by mobile? ? The relationship between telecommunications and economic development? 4G licensing and launching? Spectrum allocation, refarming and the use of the digital dividend? Innovative business models for broadband delivery and mobile applications? Technologic, economic, regulatory and institutional convergence? Media convergence? The relationship between content, equipment producers and infrastructure industries? Regulatory institutions ? resources, success factors etc.? Experiences on the implementation of the new regulatory framework?
