Welcome to the 2010 Joint International Conference. The Conference is a primary international annual forum for scientists and technicians. In 2008, 2009, the conference was held in Nanjing (China), Manchester (England, UK), 1030 + 1182 papers are published in the proceedings by CPS of IEEE CS and World Academic Press of WAU, respectively. All papers in the 2008 Proceedings and the 2009 Proceedings (Set B) are indexed in ISTP, and all papers in the 2009 Proceedings (Set A) are indexed in EI Engineering Village, IEEE XploreTM, the IEEE Computer Society (CSDL) digital libraries.
