    I. Brief Introduction

    With the high development of Information Technology and Applications which are powerfully supported by both computer science-technology and communication engineering-technology as IT’s two mainstays, Information Technology has become one of the today’s main important key engines, and propels the progress of global science & technology and human society. After “2008’ China Academic Forum on Information Technology and Applications (CAFITA 2008), 2009 International Forum on Information Technology and Applications (IFITA 2009), 2009 International Forum on Computer Science-Technology and Applications (IFCSTA 2009), 2010 International Forum on Information Technology and Applications (IFITA 2010), 2010 International Forum on Computer Science-Technology and Applications (IFCSTA 2010), of which all English papers (Class A) were indexed by EI (Compendex) & ISTP (i.e. CPCI-S), all Chinese papers were indexed by CNKI, all recommended outstanding English papers were published by European EI Source Journals and indexed by EI, all recommended outstanding Chinese papers were published by Chinese National Core Journal and indexed by CNKI” held successfully, “2011 International Forum on Information Technology and Applications, IFITA 2011 (of which all English papers (Class A) will be indexed by EI & ISTP, all Chinese papers will be indexed by CNKI, all recommended outstanding English papers will be published by European EI Source Journals and indexed by EI, all recommended outstanding Chinese papers will be published by Chinese National Core Journal and indexed by CNKI)” sponsored by “International Information Technology & Applications Association, IITAA”, co-sponsored by IEEE (IEEE Conf. ID: 18308), undertaken by Guangdong University of Foreign Studies (China) and publish-served by “Academy Publisher, World Science-Technology Publisher, Journal of Computers, Journal of Software, Computer Science, International Journal of Information Technology and Applications, etc” will be held on 8-10 July 2011, Guangzhou, China. IFITA 2011 will expand and promote the academic exchanges and co-operations among the researchers, developers, managers, educators and students who work in the domains of Information Technology and Applications all over the world.

    2008’ China Academic Forum on Information Technology and Applications (CAFITA 2008), 2009 International Forum on Information Technology and Applications (IFITA 2009), 2009 International Forum on Computer Science-Technology and Applications (IFCSTA 2009), 2010 International Forum on Information Technology and Applications (IFITA 2010), 2010 International Forum on Computer Science-Technology and Applications (IFCSTA 2010),of which all English papers (Class A) were indexed by EI (Compendex) & ISTP (i.e. CPCI-S), all English papers (Class B) and Chinese papers (Class C) were indexed by CNKI, all recommended English papers were published by European EI Source Journals and indexed by EI, all recommended Chinese papers were published by Chinese National Core Journal and indexed by CNKI. 2011 International Forum on Information Technology and Applications (IFITA 2011), of which all English papers (Class A) will be indexed by EI & ISTP, all English papers (Class B) and Chinese papers (Class C) will be indexed by CNKI, all recommended English papers will be published by European EI Source Journals and indexed by EI, all recommended Chinese papers will be published by Chinese National Core Journal and indexed by CNKI.

    1. All the English papers accepted as Class A will be published in “IFITA 2011 Proceedings”, and be indexed by EI & ISTP.

    2. All the English papers accepted as Class B will be published in “Collections of IFITA 2011” (with ISBN) by World Science-Technology Publisher, and be indexed by CNKI.

    3. All the Chinese papers accepted as Class C will be published in Chinese National Core Journal “Computer Science” (special issue), and be indexed by CNKI.

    4. After IFITA 2011, to recommend outstanding papers for European EI Source Journals and Chinese National Core Journal will be done; i.e. the selected outstanding papers published will be still invited and recommended in extended form to the regular European EI Source Journals “Journal of Computers”, “Journal of Software”, the regular Chinese National Core Journal “Computer Science”, as well as the international regular magazine “International Journal of Information Technology and Applications” for first-priority regular publishing and being indexed by EI or CNKI.

    5. The same registered paper’s all author(s) can only receive jointly and share only one published copy of “IFITA 2011 Proceedings”/“Collections of IFITA 2011”/“Computer Science” (special issue) in which the registered paper is included..

    VI. Paper Submission

    1. Plagiarizing in submissions is forbidden and condemned strictly, but also its author(s) alone must assume all responsibility for own immoral actions. So, before submitting, the author(s) must pledge that own unpublished submission has the original without any plagiary and any dispute about authorization (include the paper’s authors name order must be made).

    2. All the paper submitted can be electronic WORD file only (Notice: any PDF file will not be processed), of which the topic is distinct, materials are reliable, data are accurate, writing is regular, tables and figures are clear. While submitting the paper, the 3 important files “Paper First draft (must typeset exactly as the given Paper template by IFITA 2011)”, “Author(s) Integrity Affirmation” and “Author(s)-Submitted Information Table” (Download Address: http://www.iitaa.com/ifita/English/Download.asp) must be submitted together. The paper could be submitted though only E-mail (IFITA.Orgatgmail.com), and its subject should be “IFITA 2011 submission + 1st author’s name”.

    3. The English paper submission must be formatted by IFITA Paper template (generally limited to 4 pages), which includes topic, author name, affiliation, region, post code, country or special prefecture, abstract, keywords, the text of paper, and references (at least 8 items). The submissions supported by important project: The paper submission should show its project name in the Acknowledgment paragraph of the paper’s end, and must be before the references.

    4. The Chinese paper submission must be formatted by the Paper template of “Computer Science” (generally limited to 2.5 pages), which includes topic, author name, affiliation, region, post code, country or special prefecture, abstract, keywords, the text of paper, and references (at least 4 items). The submissions supported by important project: The paper submission should show its project name in the Acknowledgment area at the left lower of the paper title’s page.

    5. The submissions’ quantity of which the first author are same can’t over three.

    6. All submissions will be responded by E-mail:

    (1) Replying “The submission has received” to author(s) in 5 working days after the submission has been received.

    (2) Informing author(s) of the reviewing result in 25 working days after the submission has been received generally.

    VII. Paper Registration

    1. “IFITA 2011 Proceedings” Publishing fees: Each paper in 4 pages should be paid CNY 2900 or USD 500, and each extra page over 4 pages should be paid CNY 500 or USD 100.

    2. “Collections of IFITA 2011” Publishing fees: Each paper in 4 pages should be paid CNY 900 or USD 200, and each extra page over 4 pages should be paid CNY 200 or USD 100.

    3. “Computer Science” (special issue, in Chinese) Publishing fees: Each paper in 2.5 pages should be paid CNY 800 or USD 200, and each extra page over 4 pages should be paid CNY 400 or USD 100.

    4. Every attendants of IFITA 2011 should pay Participation fees: Each attendant as author should pay CNY 800 or USD 200. Each attendant as non author should pay CNY 1200 or USD 300.

    5. The above regular journals’ publishing fee: The publishing fee of the above “Journal of Computers”, “Journal of Communication”, “Computers Science” and “International Journal of Information Technology and applications” will be paid as these Journals’ practice publishing fees standard respectively.
