    SCOPE

    - Papers should be in English.

    - Regular papers should be up to 10 pages in length.

    - Short papers should be up to 6 pages in length.

    - Previously published work may not be submitted, nor may the work be concurrently submitted to any other conference or journal. Such papers will be rejected without review.

    - Papers must be formatted using the SPRINGER Author's Kit.

    Publication

    The accepted and reviewed papers of ICO 2023 will be published in the LNNS Lecture Notes in Networks and Systems (https://www.springer.com/series/15179). The proceedings are submitted for inclusion to the leading indexing services: SCOPUS, SCImago, Google Scholar, ISI Proceedings (CPCI), Ei Compendex, CrossRef, Web of Science, and Inspec.

    Best and high quality papers will be selected and reviewed by IPC in order to publish extended version of the paper in SCOPUS and WoS/ISI/ESCI journals.

    Optimization of Marine Diesel Engine Speed Rotational Speed Control Process by Fuzzy Logic Control Based on Particle Swarm Optimization Algorithm

    Professor Tien Anh Tran

    Department of Marine Engineering, Vietnam Maritime University, Haiphong City, Vietnam

    Dr Tien Anh Tran is working as an Assistant Professor (Lecturer) at Department of Marine Engineering, Vietnam Maritime University, Haiphong City, Vietnam. He is also a Honorary Professor at School of Computing Science and Engineering, Galgotias University, India. He received B.Eng and M.Sc at Vietnam Maritime University, Vietnam in 2011 and 2014, respectively. He got Ph.D. Degree at Wuhan University of Technology, Wuhan City, People’s Republic of China in 2018. He is a Guest Editor for the reputation journals indexed in SCI/SCIE such as Environment, Development and Sustainability (SCIE, IF= 3.219), IET Intelligent Transport System (SCIE, IF = 2.496), International Journal of Distributed Sensor Networks (SCIE, IF = 1.640), Sustainable Computing: Informatics and Systems (SCIE, IF = 4.028). He was received the NEPTUNE prize for the outstanding researcher of Vietnam Maritime University in 2019. He is an IEEE Member of the Institute of Electrical and Electronics Engineers (USA), IMarEST member (UK). He is one of five excellent scientists to be nominated the Ta Quang Buu Prize in 2022 by the Ministry of Science and Technology in Vietnam. His main research interests include the marine engineering, control system engineering, optimization theories, maritime laws and policies, etc.

    Real-Time Optimization: Challenges for Digitizing Business Operations

    Professor José Antonio Marmolejo Saucedo

    Panamerican University, Mexico

    JOSE A. MARMOLEJO SAUCEDO is a Professor at Panamerican University, Mexico. His research is on operations research, large-scale optimization techniques, computational techniques and analytical methods for planning, operations, and control of electric energy and logistic systems. He is particularly interested in topics related to artificial intelligence, digital twins, the Internet of things and Industry 4.0. He received his Doctorate in Operations Research (Hons) at National Autonomous University of Mexico. At present, He has the second highest country-wide distinction granted by the Mexican National System of Research Scientists for scientific merit (SNI Fellow, Level 2). He is a member of the Network for Decision Support and Intelligent Optimization of Complex and Large Scale Systems and Mexican Society for Operations Research. He has co-authored research articles in science citation index journals, conference proceedings, presentations, books, and book chapters.

    Applications of Optimization in Locating Emergency Medical Service Facilities

    Professor Sunarin Chanta

    Department of Industrial Management, King Mongkut’s University of Technology North Bangkok, Thailand

    Sunarin Chanta received her B.S. and M.S. degrees in Statistics from Kasetsart University, Thailand in 1999 and 2002. She received her B.S. and Ph.D. degrees in Industrial Engineering from Clemson University, USA in 2008 and 2011 with financial support from Royal Thai government scholarship. She is currently an associate professor in the Department of Industrial Management, Faculty of Industrial Technology and Management (FITM), King Mongkut’s University of Technology North Bangkok (KMUTNB), Thailand. Her research interests include applications of operations research in heathcare management, logistics, and railway management. Her research have been focused on optimization methods include mathematical programming, multi-objective optimization, mataheuristics, etc. She collaborates in serveral funded research projects include The development of an emergency medical service system by considering of survival rate, Decision support system for disaster prevention and mitigation task using GIS for Thailand’s Eastern Economic Corridor (EEC), and Optimal location of high – speed rail hubs based on demand. She recieved the best paper award from 2009 Industrial Engineering Research Conference,USA; the best paper award from 2013 Thai Value Chain Management and Logistics Conference, Thailand; the best paper award from 2018 International Conference on Intelligent Computing & Optimization, Thailand. She also received the outstading researcher awards in years 2012 and 2013 from FITM, KMUTNB. Her research have been published in the international journals including Computers & Industrial Engineering, Annals of Operations Research, IIE Transactions on Healthcare System Engineering, etc. She has academic activities as a journal reviewer, conference session chair, and speaker in the field of industrial engineering and operations research.

    Location Problems: An overview of models and applications

    Professor Telmo Matos

    Professor at ESTG and ISEP, Department of Computing Engineering; CIICESI – Center for Research and Innovation in Business Science and Information Systems, Portugal

    Professor Telmo Matos received in 2006 his degree in Applied Mathematics and Technology from the Faculty of Sciences of the University of Porto and, in 2011, got his master’s in Computer Engineering from the School of Technology and Management of the Polytechnic Institute of Porto (ESTG). During this period, he worked on complex combinatorial optimization problems in several projects. His thesis, “RAMP for Facility Location Problems” involved the effective resolution of two known traditional facility location problems. After his master’s, he starts lecturing at ESTG and joined, in the same faculty, the Center for research and Innovation in Business Science and Information Systems (CIICECI) as a collaborator member. Following this, he joined the doctoral program in Engineering and Industrial Management from the Faculty of Engineering of the University of Porto (FEUP). In 2017, he got his PhD in Engineering and Industrial Management with the thesis entitled “RAMP for Capacitated Facility Location Problems” where he addressed and effectively solve several facility/hub location problems. He is currently a professor at ESTG and ISEP (bothy belonging to Polytechnic Institute of Porto - IPP), where has successfully supervised/co-supervised several students in the first degree. More recently has been invited to lecture in FEUP. He is an integrated researcher at CIICESI, continuing to work on the development of new approaches and methods for the decision-making process and currently has also been researching/exploring the field of data mining techniques. He has been contributing to several papers regarding location problems/data mining on different book series.

    Data Mining In Sports: Recent Advances

    Professor Iztok Fister

    Faculty of Electrical Engineering and Computer Science, University of Maribor, Slovenia

    Iztok Fister, Jr. received his B.Sc degree (2011), MEng (2013) degree in Computer Science and Ph.D (2017) degree from the Faculty of Electrical Engineering and Computer Science, University of Maribor. He also holds Master of Bioinformatics (2019) degree from the Faculty of Health Sciences, University of Maribor. In 2018, he has been habilitated to Assistant Professor. Since 2017, he has been a Teaching Assistant at the Institute of Informatics at Faculty of Electrical Engineering and Computer Science, University of Maribor. His areas of interest mainly include data mining, pervasive computing, optimization and sport science. Iztok published more than 120 research articles in referred journals, conferences and book chapters. Furthermore, he is a member of the editorial boards of 5 different international journals, and he has acted as a program committee member in more than 40 international conferences.

    Biased random key genetic algorithms: A tutorial with applications

    Professor Celso C. Ribeiro

    Institute of Computing of Universidade Federal Fluminense, Brazil

    Celso C. Ribeiro has a bachelor degree in Electrical Engineering (PUC-Rio, Brazil, 1976) and a M.Sc. degree in Systems Engineering (COPPE/UFRJ, Brazil, 1978). His main areas of research are Computer Science and Combinatorial Optimization, in particular metaheuristics, GRASP (greedy randomized adaptive search procedures), path relinking, genetic algorithms, parallel metaheuristics, network design, and sports scheduling optimization. He obtained a doctorate in Computer Science at Ecole Nationale Supérieure des Télécommunications (France, 1983) and the Habilitation (HDR) at Université Paris 13 (France, 1990). Celso Ribeiro chaired the Departments of Electrical Engineering (1983-1987) and Computer Science (1993-1995) of the Catholic University of Rio de Janeiro, Brazil. He has been in charge of graduate studies at the Institute of Computing of Universidade Federal Fluminense (2009-2017), Brazil, where he currently is a Full Professor. He also chaired the Department of Modernization Programs of the Brazilian Ministry of Education (2005-2007) and acted as Subsecretary of Education of the State of Rio de Janeiro (2007–2008), Brazil. He is a former President of the Brazilian Operations Research Society (SOBRAPO, 1989-1990), a former President of the Latin-American Association of Operations Research Societies (ALIO, 1992-1994), and a former Vice-President of the International Federation of Operational Research Societies (IFORS, 1998-2000). He coauthored the book “Optimization by GRASP: Greedy Randomized Adaptive Search Procedures”, published by Springer in 2016. He is the editor of ten books and the author of 22 book chapters and more than 100 articles in conference proceedings and 150 papers in international journals. He holds two US patents and he has supervised 32 doctorate dissertations and 39 master theses. Dr. Ribeiro is the General Editor of the journal International Transactions in Operational Research, as well as a member of the editorial board of several journals such as Discrete Optimization, Journal of Heuristics, and RAIRO Operations Research. He was also the Editor-in-Chief of the Journal of the Brazilian Computing Society (2014-2015). He is a member of the Brazilian Academy of Sciences. He was awarded the title of Doctor Honoris Causa by Universidad Nacional de San Agustin de Arequipa (Peru, 2010), as well as the Medal of the National Order of Scientific Merit (Brazil, 2018).
