The conference is co-sponsored by IEEE China Sensors and Systems Councils Joint Chapter and IPS Guangzhou Chapter, technical co-sponsored by IEEE Photonics Society, hosted by Beijing University of Posts and Telecommunications, Southern University of Science and Technology of China, Northwestern Polytechnical University, organized by School of Integrated Circuits, Beijing University of Posts and Telecommunications, with patrons from Shaanxi Normal University, Xi'an Jiaotong University, Xi'an University of Technology, Xidian University, Macau University of Science and Technology, Shaanxi University of Science and Technology, Changchun University of Science and Technology, Guangxi University, IEEE Women in Engineering Wuhan, among others.

Submissions of ICICN 2025 will be peer reviewed.

Accepted and registered papers will be published in IEEE Conference Proceedings, and indexed by EI Compendex, SCOPUS, etc. Excellent Papers can be recommended to SCI Journals.
