    Introduction:

    China is currently at the crutial stage of deepening the reform of economic system and accelerating the

    transformation of the nation’s economic development mode. Under the new circumstance, greater priority

    should be given to the fiscal and tax system reform which certainly involves issues of the expansion of VAT

    coverage and the potential integration of VAT and business tax.

    In an attempt to analyse the impact of the VAT reform on enterprises and on the revenue sharing bet-

    ween central and local governments, explore global best-practice of tax policies, and put forward proposals

    for further enhancement of China’s new VAT system, the Department of Public Economics and Finance at

    Minjiang University, in co-operation with the Department of Public Economics at Xiamen University is to hold

    the 2011 International Conference on China’s VAT Reform which will be one part of the 2011 International

    Academic Forum Series of New Huadu Business School at Minjiang University. We invite Professor Rick Krev-

    er, excellent tax expert from Monash University in Australia, to be the Academic Chairman for the conferenc-

    e. This two-day event will bring together world-leading scholars and policy makers from China, France, Aust-

    ralia, Austria, France, Netherlands, New Zealand and the U.S.A to present their latest research findings and

    to share experience in VAT field.
